Buying off-plan in Bali

Off-plan means buying before the building is finished, against plans, a unit specification and a handover date. 42 of 73 projects on ARDA are still to be handed over. The building approval (PBG) is issued before construction starts, so it should already exist; ask how far construction really is, and check the dated construction photos where the developer has published them.

For a titled home sold before completion, Indonesia's 2021 housing rules (PP 12/2021) set conditions before the preliminary sale agreement (PPJB) can be signed, among them at least 20% of construction complete. Many projects are sold as leases, so ask your lawyer which rules apply to your contract. Indonesian rules do not generally require escrow for pre-construction sales, according to a 2026 legal study, so get in writing who holds your deposit and when it comes back.
